　　Renovations of historical monuments are extremely difficult; the age of historical monuments means that the construction techniques at the time may no longer exist. Therefore, when repairing historical monuments, the original appearance and historicity may not be able to be restored. Furthermore, if it is repaired by personnel without professional knowledge and technique, the historical monuments may be damaged. Therefore, it is necessary to hire professionals to repair historical monuments, to maintain its original appearance as much as possible.

　　Historical monuments are historical monuments because their times and historical meanings are crucial. If after a historical monument is repaired, its history had also been wiped away, then it would not become a historical monument; it would just be a new construction. If it is possible to reveal the construction technologies at the time, so then the people can understand construction procedures, materials, as well as the design context and background of the times.

　　The primary selling point of the Old Prison is its fan-shaped architecture. However, the prison is closed from the outside, so most people think that the prison is mysterious; most people do not know about the fact that the fan-shaped architecture is a rare building in the world. If it is possible to more comprehensively introduce the history and origins of the Old Prison, then the people can understand the importance of the Old Prison.

　　If management is taken over by the government, the overall performance may be more rigid and formulaic. The operational model of the Old Prison could be taken over and managed by corporate persons, formed by members, donators, and the government. The chairpersons and supervisors can be elected, so that the chairpersons, supervisors, and members can offer money as well as services.

Diversified management

　　The items exhibited at the Old Prison may be more diverse and regularly changed, so that tourists would want to revisit the Old Prison. For example：

• Work with nearby restaurants and hotels.
• The Old Prison could provide both still and active events, such as: one day experience at the prison, exhibitions of prison clothes, even exhibitions of torture implements, among others.
• Work with the local government to arrange themed festivals.

Hire professionals
• Curator

　　The curator is the person who understands the most about the museum, and is the person who gives the most. The curator is the "scholar and entrepreneur, educator and tour guide," and needs the research spirit, knowledge to manage the museum, the heart of an educator, and the ability to convince people to donate their money. The curator must be a professional and begin working at the museum now, and fully participate from renovation of the historical monument to the official establishment of the museum. Like a mother participates in the growth of a child; in this way, there can be greater understanding of the Old Prison, and this can further help overall future planning.

• Establish a commission

　　It is suggested that a commission be established, and its commissioners should be related scholars, and elect a chief commissioner from among them. The commission can make evaluations and investigations to see whether the museum has shortcomings and whether it can make further improvements. The commissioner would integrate the problems and solutions for discussion with the curator; this is like the current relationship between the President and the Executive Yuan.

　　According to the questionnaire analysis of this team, even though the Chiayi Old Prison is a national historical monument, most people do not know about it; according to the questionnaire, 84% had never visited the Chiayi Old Prison, and most them do not know that it was possible to visit this place. This shows that marketing is an important part of the museum. After a museum has good marketing, the number of people who visit, the income, and name recognition would grow greatly. Under the management department, there should be an independent marketing team, so that marketing professionals can market and promote the Old Prison, using techniques such as designing advertisements and products, and managing public relations to increase earnings.

Conduct market investigations

　　Simply stated, questionnaires are important. If the taste of the public is unknown, then it is impossible to conduct good marketing. Of course people would not come to see what they do not like. When conducting market research, it is suggested that all age groups and all occupations must be covered, to ensure that nothing is overlooked. Marketing is the most basic and necessary tactic. For example, it is necessary to ask questions such as: who are the main groups who want to visit the museum? What is their purpose of visit? What modes of transportation do tourists use? What do the tourists want to see?

　　The Old Prison has been established for nearly a century, so there are certainly many people who understand its history. Many people who work at the museum are volunteers, and it is necessary to recruit more volunteers. Since volunteers understand the prison, they can explain the facilities at the Old Prison and tell interesting stories. This can make people understand and interested in the Old Prison, and this can lessen the human resources pressure on the museum.

Enhancement of relationships with local residents

　　Success of museums depends heavily on the sense of identification of residents, and residents are also like volunteers. If residents do not support or help, then the Old Prison would be difficult to maintain. Therefore, a major issue will be how to cause the residents to support establishment of a museum at the Old Prison. How should this be accomplished? For example: it is possible to let resident work inside, cooperate with the surrounding stores and food vendors, create events with surrounding schools, do research, among others.

Sources and usage of funds

　　Funding for the museum cannot only be provided by the government; if it is only provided by the government, funding would be limited. Furthermore, if the funding is not approved by the government, then the museum would have no funding at all. Therefore, the museum should progress from "complete government funding" to "partial self-sufficiency funding." Possible sources of income could include merchandise, or donations from the legislature, corporate world, philanthropists, or other rich people; in this way, funding at the museum can have greater flexibility. There are many ways to use the funds – it is possible to purchase items from collectors to improve museum holdings and attract more tourists.

　　The fan-shaped structure alone could not attract too many people. The Old Prison needs more things to attract people. Even though currently the Chiayi Prison believes that old artifacts are difficult to collect, but if these could be collected, then it would be possible to help people find their memories of the past, and then attract more people. For example: related movies (A Time to Live, A Time to Die, or The Shawshank Redemption), old handcuffs, old cell keys, prison clothes, and projectors of old movies, among others.

　　Historical monuments themselves are very complex and difficult to renovate. In the process of renovation, the most significant issue is how to maintain the historicity and to not destroy the architectural entity. After renovation of the historical monument, the next step is to establish the museum; to organize what is needed and to plan for the future. Therefore, the museum involves other levels of information. Success of the Old Prison Museum would require both human and material resources, as well as local cooperation; then the Old Prison would become another example of success.
