This department is the main center of management for the entire prison, at the head of the six departments. All activities of the inmates are managed by the Department of Custody and Security, and some of the personnel at cells and factories as well as teachers are part of the Department of Custody and Security. In addition, the staff of the Department of Custody and Security is responsible for checking the items given by relatives to the inmates. The staff who work at the central platform are also managed by the Department of Custody and Security, who see the actions of the inmates 24 hours a day on the monitor wall on the central platform.
Content of work

Management of security measures for inmates and the prison.

Management of keys, entry and exit at each door in the prison.

Training and division of work for the managerial staff who deals with the inmates.

Usage and maintenance of some basic equipment：
Including weapons, security items, fire prevention items, communication items, and the usage, training, and maintenance of surveillance systems.

Arrangement of everyday items used by inmates：
Distribution and maintenance of inmates' food, clothing, bedding, and other everyday items.

Administration of health and hygiene issues：
Primarily conducted by the Department of Health and Hygiene, but this department is responsible for some of these issues as well.

Observation：
Observe the behaviors of the inmates.

Arrange for visitations：
The usage of the visitation room, receipt and forwarding of documents, and checking of items sent into the prison.

Supervision and management of cells and factories：
Staff of this department manage the cells and the factories.
Cell searches：
The management staff would check the cells and conduct body searches on inmates.

Administration of awards and punishments to inmates：
In dealing with inmates, violations of regulations would incur punishments, and points can be given for good behavior.

Transporting criminals and pursuit of escaped inmates：
The Department of Custody and Security also deals with bringing people to prison and to seek escaped inmates.

Anecdote
In 1979, one officer brought 20 convicts to work at a factory, and one convict said to the officer, "sir, I am going to run away!" The officer shrugged and said, "I can't do anything if you do!" Of course, they were in jest, but after consolation from the officer, the convict gave up on the idea of running away; but after he returned to prison, he still had to receive additional punishment in accordance to the regulations!
