Because the Old Prison was constructed by the Japanese, thus most of the construction materials were wood. However, the construction materials of the New Prison were steel beams and concrete. The Old Prison was a fan-shaped structure that lessened the pressure on human resources, while the New Prison has a double diamond structure, which allows for ease of movement and management.

Comparison of new and old in terms of scope:

The new prison is larger than the old prison both in terms of the guard area and size of prison cells. Since there are a lot more inmates than there were at the Old Prison, the types of cell blocks were now Chung, Hsiao, Jen, Ai, Hsin, Yi, He, Ping, Lian, and Li, and there were now 12 factory types.

Comparison of old and new management:

The Old Prison has mid to low degrees of management, and the terms of the inmates were shorter. However, the New Prison's approach is mid to high level management, and most of the inmates are serving heavy sentences or even life sentences. Some violations are seriously controlled; in the past the management method emphasized symbolic authority, and even earlier there used to be prisoner abuse. Now, management is more concerned with humanity and law-abiding management.
