General Affairs

Foreword

  For any institution to have long term establishment and to operate smoothly, a department is necessary to record and manage incomes and expenses, as well as other affairs. The prison is responsible for the daily life of many prisoners; this would result in high costs, and of course it would require a Department of General Affairs to arrange everything.

Types of work

  • Document receipt and forwarding, writing and preservation.

    Building maintenance:

      Smaller issues such as peeling paint are dealt with by work teams formed by inmates. Other conditions of damage are repaired accordingly.

  • Cashier:

      Other than the prison itself, only inmates who are in the rehabilitation clinic need to make payments, covering all living expenses.

  • Planning and supervision of benefits:

      The more humane management is far greater than in the Old Prison, including lowest bids and increased money for food.

  • Seal preservation:

      Tnmates cannot bring their personal seals into the prison, and all use their left thumbs as seals.

  • Entering and leaving the prison.
  • Receipt, forwarding, and maintenance of items:

      There are some limitations here; for example, family members cannot bring in things that are difficult to examine, such as rice dumplings, tea leaves, bananas, or sesame oil chicken soup, or other foods that contain alcohol. Since the prison administrators already offer inmates good food, family members are not permitted to bring supplements.

  • Reporting of amnesty and parole.
  • Acquisition, usage, maintenance, accounting, and reporting of food:

      Each month, there are meetings with the food team. Beginning in January 2009, the monthly cost for food for each inmate has increased from NT$1500 to NT$1800.

  • Management of roll book and identity book:

      compiled by the registrar, already in existence at the Old Prison.

  • Contact between security and treatment locations (not in Chiayi)
  • Postmortem treatment:

      The registrar is responsible for this along with the Health and Hygiene Department.
