In early time, Lukang had many scholars and their style of writing was well known. However, it was not qualified to set up a Confucian temple because it had never set up a county government. Thus, the temple was built.

The Wen Shrine was Lukang's earliest school. The school is equivalent to today's various literary and artistic organizations, which was a place for assembly and associations of ancient scholars to learn from and communicate with each other.
