In 1723, Changhua County was departed from Chayi County and became an independent area.Its territory was between Huwei River (South) and Dacha River (North).
In 1726, the first Education Department of Changhua County was set up.The current Magistrate Chang Hao built the Changhua Confucius Temple as the highest-grade education institution in Changhua County.The functions of this institution include holding the Ceremony of Sacrifice for Confucius, hiring officers, supervising students, and selecting talents.Hundreds of classical historical books were saved in the Temple.Two officers, Supervisor and Examiner, were in charge of supervising students and selecting talents every year.The first Supervisor was Chen Sha-yi, and the first Examiner was Chen Tee.
