History

I. Reservoir and Canal Contract Period (Qing Dynasty)

The creation and irrigation of the reservoir and canal that belonged to our association started at the Yongzheng period of Qing Dynasty. The ancestor Zheng Weiqian and tenants worked together to create “Shuangxi Canal”; the candidate Wang Xizhen and farmers worked together to create “Qixingdun Canal”; and thereafter, there were other waterways to build, such as "Fu De Yang Canal", "Shuimokeng Canal", "Baxian Canal”, "Eighteen Shares Canal”, “Pingding Ancient Canal ", “Pingding New Canal", "Jin Hexing Canal", “Eighteen Turns Canal” and so on for irrigation purpose. Irrigation waterways are mostly privately funded and their property rights are freely traded.

II. Irrigation Combination Period

During the Japanese colonial period, there were 11 public reservoirs and canals, including "Fu De Yang Canal", "Fourteen Reservoir", "Qilian Canal", "Neihu Big Reservoir", "Jiang Tou Reservoir", “Zhong Qian Canal", “Fang Tai Canal", “Xi Zhou Liao Canal", “Huangxi Canal", "Wufen Reservoir", “Pattsiran Canal"; and established 8 irrigation combinations, including Pattsiran, Nangang, Shezi, Da-Qian Neihu, Fang Tai, Xi Zhou Liao, Jiang Tou. Then, in 1940, the eight irrigation combinations were combined as the “Chi-Sing Irrigation Combination". The combination was renamed a year later (1946) after the Sino Japanese war ended.

III. Irrigation Association Period

In November 6th, 1946, it was renamed as the "Chi-Sing Irrigation Association of Taiwan Province” in accordance with government regulation.

IV. Irrigation Committee Period

In April 1947, the Taiwan Provincial Government was formally established; so it was renamed as the "Chi-Sing Irrigation Committee of Taiwan Province” in February 1948 in accordance with the government policy.

V. Period of Chi-Sing Irrigation Association of Taiwan Province

On September 17th, 1955, the Executive Yuan promulgated its organizational rules, so it was renamed back as "Chi-Sing Irrigation Association of Taiwan Province” and has been used since 1956.

VI. Period of Chi-Sing Irrigation Association

On July 1, 1967, Taipei City was restructured into a municipality, and our Association was instructed to change its jurisdiction. On July 1, 1968, it was renamed as the "Chi-Sing Irrigation Association", and the competent authority was Taipei City Government; until January 2012, the amendment of the Act of Irrigation Association changed the competent authority to the Agricultural Committee of the Executive Yuan.
