In 1996, Mr. Ho Ming-de noted the rapid increase of membership and increasingly complex organization affairs, and wanted to use the name of Chia-yi Charity Organization to register as a registered organization, but he gave up on this for certain reasons. Less than one year later, Mr. Ho found that his physical condition was worsening. He once stated that, “The only way for Charity Organization to gain trust of the public and allow more people to become charitable is for it to establish a just, objective, and transparent system.” He asked Li Kun-shan and others to deal with applications for registration, but when the Chia-yi City Chia-yi Charity Organization was approved by the Chia-yi City Government, Mr. Ho passed away, and Ho Li Chiou-liang did not want to continue managing the organization during the funerary period, and declared dissolution of the Charity Organization. However, many personnel in the core did not want to cease charity work of the Chia-yi City Chia-yi Charity Organization after the death of Mr. Ho Ming-de. They began seeking donations from the public again, but during the funerary period of Mr. Ho, President Lee Tenghui sent a representative to convince Madam Ho Li Chiou-liang. When Lian Chan and Song Chuyu paid their respects to Mr. Ho, they also expressed regret at the dissolution of Chia-yi Charity Organization. In the same year, Madam Ho Li Chiou-liang led her children to establish the Ho Ming-de Charity Organization to commemorate Mr. Ho Ming-de, and to continue charity works with the previously received donations.

In 1998, the Chia-yi Charity Organization was formally divided. Later, Miss Kuo Shu-fen of the Chia-yi City Chia-yi Charity Organization had differences with other members, so applied to the Taiwan Provincial Government with the name of “Republic of China Chia-yi Charity Organization” as an organization, and was officially established in 2000; this ushered in the period of three organizations.
