Military Policies

Pingtung City had been the fort since the Qing Dynasty , and the related constructions for military transportations was also built since then .

Under the influence of military policies, urban planning and construction in the period of Japanese Colonial Era were almost related for military purposes.

A new generation of transportation pattern therefore emerged, such as the reconstruction and alteration of Bridges, railways and roads across Kao-ping creek, which promoted Pingtung to become more prosperous. In order to facilitate smooth transportation, the Japanese government also created new roads that connected army military facilities and government buildings to urban areas, as well as a new main ring road connecting the anti-aircraft artillery corps and the eighth regiment army officers' quarters.

In 1919, the governor-general's office established the first aviation organization "air class of governor of Taiwan police bureau" in the history of Taiwan, and established the very first airport "Pingtung flight field" in 1920, and set up the "police aviation course", which demonstrated that Japan's southing policies had already reached Pingtung.

Establishing the Official Residence

In 1927, the 2nd Japanese army flight team combined the "police aviation team" and assigned it to the "8th army flight regiment". In 1936, the 8th army flight regiment was expanded to the "3rd army regiment", which was responsible for Taiwan's air defense operations and ethnic suppression for the aborigines and , and played an extremely important national defense strategic position in Taiwan.

Due to the increasing demands for official houses , Chong-lan Army Officers` Residences (known as Sheng-li New Village after the war) and the third flight regiment officer`s Residence (General Sun`s Residence)were successively built, among which the newvictory village was built in 1928.

Due to its related facilities and the construction of roads and sewers used by government buildings, streets in Pingtung city once again drove its development and expansion to the north. Urban construction from this period to the end of World War II was closely related to military affairs, which also made Pingtung city more important at the end of Japanese Colonial Rule.

Post-retrocession Period

With the end of the World War II , the Pingtung flight field was taken over by the government. Most of the officers' residences were converted to the military dependents' village for Air Force , known as the current Chong-ren New Village, while the other part was taken over by the Army (led by General Sun li-ren ), and became the high-level generals` residences , known as the Sheng-li New Village.

Extension for the characteristics of Japanese Colonial Period , Pingtung is still a vigorous city which consists of flight stories , military styles , and multi-cultural interchanges , adding rich connotations to this southern coconut city.
