Chi-Chun Liu, president of the TRMPC, believes that "Taiwan used to accept help from others. Now that we have the ability, it's time to give back to society,” hence the TRMPC hat brim inscribed: "Time for Taiwan to feed back its love to the world." As a member of Asia and a citizen of the world, Taiwan has the duty and responsibility to provide health for the poor and disadvantaged people around the world. The belief of free medical care lies in: how can we expect them to devote themselves to the development of ideological consciousness if we do not actually engage in humanitarian relief operations in other countries? Free services may not be able to improve the country's basic medical environment, but we expect to set an example for others to follow and put humanitarian relief into practice.

In mid-1998, based on the concept of medical treatment without borders and humanitarian care, we began to plan to help developing countries in urgent need of medical care, and to provide emergency relief and medical services in the event of major disasters such as earthquakes, typhoons and tsunamis, so as to exhibit the idea of borderless health care. Regarding foreign countries, Dr. Liu went there to have a rough idea of their medical needs before a medical team composed of medical staff with experience in free medical care in Taiwan, together with the TRMPC's medical equipment and medical supplies donated from all walks of life, went to the recipient countries to carry out long-term free care tours.
