The plan “Trap Neuter Adopt” is an integrated plan which traps the stray dogs, neuters them, gives them a health check,implants them microchips , trains them, and finally lets the common citizens to adopt them. Through health checkup and manners training can we make sure that the adoption won’t trouble the adopters and thus we can achieve our goal of raising the adoptive percentage. The plan can go well with the spreading of the conceptions, “adoption in place of purchase” and “being a dutiful owner,” to curb a social climate of littering and to develop respectful attitudes toward every life.

Changhua County Stray Dogs’Shelter Adopting Dogs Need-to-Know

1.It is free to give your dog a shot of rabies vaccination or to implant it a microchip and register its birthplace if it is a dog in the shelter. This regulation is not applicable to a dog which is less than three months old or a missing dog which used to be a domestic dog.

2.It is also free to take your dog back here and get it a medical appointment within one week from the adoption day.

3.If the owners have some irresistible reasons and decide to return dogs to the shelter, it is also free. Remember, don’t litter them.

4.In order to follow the basic spirit of Animal Protection Act, the owners should cooperate with the shelter and receive follow-up investigation.

5.Government concerned authorities have to fill in Dogs’ Transferable Form for the dogs which are caught by them and issue the announcement to the public. Concerned authorities can’t take in the domestic dogs unless their owners fill in the form announcing their littering.

6.A person can’t adopt over three dogs in a year.

7.Counselling Hours: 10:00 a.m.~12:00 a.m. and 2:00 p.m.~ 4:00p.m. every day except Fridays.

TNA is the most frequently used way to deal with stray dogs. It is different from TNR in the last claim: “Adopt” v.s. “Return.” Whether TNR will be successful or not depends upon management by persons, but TNA is simpler. It depends upon the citizens with love and patience. Dr. Hong in the shelter says, “the adopted and littered percentage is quite low, only one or two out of twenty.” What troubles us now is that the adoptive percentage is too low. It is because there’s not enough mass media and the shelter is too far for the citizens to come to. If we can overcome the difficulties, TNA is more suitable for Taiwan citizens.

I think if the government can cut off the market of selling cats or dogs, the citizens who is willful to keep a pet will adopt the dogs in the shelter. Nowadays the government still treats the welfares of the dogs with indifference and sets up the shelter in the distant and dirty place so that the citizens couldn’t get the information about the shelter. I hope the government can stop treating dogs as “wastes” and get them a “real home.”

I am for TNA. One of the main factors for the appearance of so many stray dogs is that the citizens litter them. When dogs are caught, they will be neutered first to prevent them from propagation. Based on what Dr. Hong says, the neutered dogs’ disposition is more stable. They will fight, bark, bite and fall in heat less often. Citizens are more willing to receive such dogs. Therefore, if we spread the ideas “adopt; don’t purchase. Neuter; don’t kill,” I think there will be less and less stray dogs.
