Community development in Taiwan can be traced back to the policy in 1965, which listed community development as one of the country's social welfare measures. In the 1980s, Taiwan's political authority began to loosen, and civil and social awareness raised. The government started to adjust the original community development plan. In 1991, the Ministry of the Interior of the Executive Yuan promulgated the "Community Development Work Outline," which transformed the original community organization into a more spontaneous and active "Community Development Association" by Civil Association Act.

In 1994, the Cultural Development Council of the Executive Yuan put forward the "Community Development" plan, which started from the perspective of cultural development and connected community construction with national development and social change. We look forward to promoting the improvement of the community environment in various places through establishing community culture, gathering community consensus, and building a community of shared life.

Community refers to an area where people live to form a social group. They have some consensus, such as the advantage of shared living. With this agreement, people create an interconnected relationship. It can be seen that the community has the place and residents to form a similar lifestyle as time goes by. If community members cannot support and share, they will not be able to face common problems and challenges.Community members need to cooperate and participate with each other to solve problems, create a win-win situation, and move towards a better future.

The purpose of community development is to enable residents to participate in the development, management and improvement of the community and to enhance the cohesion and autonomy of the community. Reasons for community development include:

1. Promote community development: help discover potential problems or possible development in the community and coordinate resources and forces in the community to promote the development and improvement of the community.

2.Strengthen community cohesion: help increase communication and cooperation among residents in the community, improve community cohesion and centripetal force, and help create a more harmonious and stable community.

3.Enhance residents' sense of participation: It can make residents more actively participate in community affairs, enhance their sense of participation and responsibility, and improve their sense of belonging and pride in the community.

4.Promote social innovation: it helps to promote social innovation, encourage community residents to put forward new ideas and programs, promote community reform and innovation, and improve community competitiveness and creativity.
