3. The Road and the Wetland

• Kaohsiung City Government Works Bureau newly-built construction is assessing the 1-4 road’s open project.

• In 2002, December . After Government announced “Chang Hsing-Ta Harbor fisheries specific area program”, surrounding roads 1-6 and 1-1 roads had begun handling open road project.

• They was open in 2011, December. But the 1-4 road wasn’t open. Because this road had to through the Qieding Wetland, some ecological conservation groups hoped choose alternative road in order not to damage the Qieding Wetland’s ecology.

• In 2012, December City Government Planning Committee decided to implement the urban planning road and the other three alternative roads, and then delivered it to the City Planning Commission to make the final decision.

• According to the Platalea minor census result, there had 34 black-faced spoonbills in 2011. They didn’t decrease after City Government open the roads.

• 2013 ,June After three-reading procedure, “Wetland Conservation Act” was passed. Former Interior Minister Hong-Yuan Lee said Wetland Act’s the most important spiritual is wise use, and the most important meaning is to let balance between conservation and life. Wetland is important. If you aren’t for conservation, you can’t touch any part of the Wetland.

• In 2014 Ming-Ze Chen Members said the road development projects had passed. Works Bureau should hurry start. And they had to build the 1-4 road with 900 meters under considering residents’ pass through and Wetlands Environmental.
