1.Origin: ●In 1980, Kaohsiung
promulgated “Hsing-Ta Harbor fisheries specific area
program” in Jiading District,including
today’s Jiading Wetland.
●2002, in order to coordinate “Hsing-Ta Pelagic Port”
built in 1997, Kaohsiung City Government approved “Chang
Hsing-Ta Harbor fisheries specific area program”, and
the 1-4 Road belongs to its joint planning outer road.
However, because of the sediment accumulation ,and the
inshore and the pelagic fishing weren’t popular, this
eco-rich Jiading Wetland with was formed. In
order to response the bad development of this region,
Magistrate Yang, Chiu-Hsing proposed “The Rebuild Hsing-Ta
Harbor Program”.
●2003, Kaohsiung City Government built the Lover's Wharf
but it wasn’t popular. Because these reasons, they
proposed "Yachting Industry Zone Program ".（The1-1、1-4
and 1-6 Roads were planed to built for this.）They still
couldn’t start working, because of the Ambitious
construction company’s internal problems.
●2011, After the counties merge, Kaohsiung City
Government wanted to build “The Hsing-Ta Harbor Yacht
City”. Finally, they proposed to start building the 1-4
road next year, and gave the responsibility to the
engineering department.
