2. Controversial Issues

• Kaohsiung Qieding has rich wetland ecological and resources, it is rated as “Taiwan’s Wetland of Importance Conservation”. There are more than 119 kinds of bird species.When they made the globally spoonbills census in January 18 and 19th,2014, the Qieding Wetland had already had 145 black-faced spoonbills. After a month, there increased 67 ones. It is mean the Qieding Wetland has become the black-faced spoonbills’ important habitat in Kaohsiung. If the Qieding Wetland Ecology is destroyed by building the roads, it will be Kaohsiung’s loss .

• There are 2 kinds of first-class birds, 9 kinds of the second-class birds and 2 kinds of the third-class birds. Ranking third only behind Tainan Qigu and Chiayi Budai. It is Taiwan's third largest habitat for black-faced spoonbills. It also conforms the two standards in “Important Bird Area<IBA>”. If they open the 1-4 road which will pass through the black-faced spoonbills’ daily habitat and roosting habitat .

• Birds ecologists and some residents believe that this will cause serious harm to the environment and they worry the birds number will decrease. They feel the traffic is not heavy and the 1-4 road can only save 1.5 minutes, so it isn’t necessary to build the road. They also suspect the engineering department proposing Speed limit of 40 km / hour program, and think if the limit is unusually slow that can’t possible increase the convenience of transportation .The instructions of the environment influences doesn’t appear bird ecology experts’s opinions so far.

• Kaohsiung City Government also didn’t invite Eco Experts to join the assessment of the other three alternative roads .They had built the 1-1 and 1-2 roads in Qieding Wetland before counties merge and they cut half of the Wetland. But from counties merge to now Qieding locals still encourage to build the 1-4 road which can connect Juguang Road. But some conservationists think this action will damage the completion of the Wetland and they appeal to use alternative roads. So far Kaohsiung City Government is assessing the environmental Impact by law. Taiwan protection alliance, Qieding ecosystem cultural association, Kaohsiung City wild bird academic association, and Earth citizen's foundation etc stand at the opposition. And the Qieding locals younger had setted up “The Alliance of protecting Qieding Wetland”.

• Japanese black-faced spoonbill Conservation Network President Shigeki Takano had even written a public letter to Kaohsiung Mayor Chen Chu. Development units said it would be more convenient from north to south and promised to decrease the attack to the environment. To the serious people outflows in Qieding, some people supporting to build the road think it will make economic prosperity. They don’t know why environmental groups and some residents don’t support to build the road. In 2014, Kaohsiung Mayor Chen Chu said she support this plan only if it fallow the proper procedures.
