  Father of the Canal》Other Merits and Achievements

▌He organized Technical Association and assisted in setting up Taiwan Irrigation Association.

　

In 1930, Hachitayoichi returned to The Office of the Taiwan Governor General to work as River Technique Dept. head, Civil Engineering Section, Internal Affairs Bureau. He was in charge of river irrigation operations. On that year, Hachitayoichi invited specialists to organize “Technique Association” in order to enhance the importance of technicians. Hachitayoichi also served as the chairman. Moreover, he also engaged in the setup of Taiwan Irrigation Association. The association was setup in November that year. He served as the secretary in that association till he passed away.

　

▌He proposed Fujian Province Irrigation Project and setup a Survey school

　

In 1935, The 40th anniversary ceremony was held by The Office of the Taiwan Governor General. Fujian Province Governor Chen Yi was also invited to attend the ceremony. Hachitayoichi was later invited to conduct an irrigation investigation in Fujian. He visited different parts of Fujian and completed the irrigation project.

40th Anniversary of Politics Identification Formation and Taiwan Expo

Taiwan was ceded to Japan in 1895. In 1935, on the 40th year of Politics Identification Formation, The Office of the Taiwan Governor General held the 40th Taiwan Expo.

　

In 1937,Hachitayoichi, and his colleague at The Office of the Taiwan Governor General Chief technician Nishimura Ninzaburo co-setup “Civil Construction Survey Technician Training Center” in Taipei city. Hachitayoichi developed this idea when he was still constructing Chia-Nan Canal. He realized surveyors in Taiwan were inadequate. He felt the need for a special training school to cultivate surveyors. Nishimura Ninzaburo served as the principal at this school and Hachitayoichi served as the consultant. Junior high school graduates were recruited to complete the two-year training. Later, the school expanded and was promoted into a three-year Civil Construction Survey School. The school transferred to Sanchungpu (Sanchong City, Taipei) following the promotion. The name of the school was changed to “Sanchong Primary Industrial Vocational School”. In May of 1948, the school once again transferred to Juei Feng and was renamed “Taipei County Juei Feng Primary Industrial Vocational School.
