In 1917, at the beginning of Taoyuan Canal construction, Hachitayoichi received an order from the Civil Engineering Bureau Head who requested him to investigate on water sources needed to generate electricity and evaluate the possibility of constructing a reservoir on Jishuei River for irrigation purposes. Water source investigations were later carried out by other chief technicians. On the other hand, Hachitayoichi investigated on the conditions of Jishuei River. He found out that Jishuei River lacked water storage capabilities and it was not ideal for a reservoir. He did not stop there; instead, he went to other locations to investigate. He discovered that Guantian River, and Gueichung River were suitable for reservoir constructions. That year, he proposed “Guantian River Reservoir/canal Project” based on the investigation results.
