Gordon Tsai has traveled around the world in search of the best community. He participated in an activity in Fremont, Seattle, U.S.A. and then returned to Taiwan and built Dream Art Village-Theatric Life Community. He further established Foundation of Dream Community.

The look of Ketagalan Blvd. is ever-changing. It sometimes is the road where cars roam. It sometimes is the vessel where protestants’ angers throb. It, however, is an eye-catching and surprising magical ribbon during the dream carnival festival. Some watchers still feel amazed by the happiness and zeal even though they had watched the march for years. Well, it needs no reason to make you happy.

The Dream foundation owns a dream shuttle. It is painted with "Just Play". The members of the foundation drive it up to mountain areas and down to beaches in order to promote the spirit of "Live for Carnival".

The dream shuttle's mission is to instill happy energy of carnivals to community reconstruction. Staffs set up workshops on site. Artists instructed local residents how to decorate festooned vehicles, make puppets and props, and teach festival dancing. Meanwhile, staffs encouraged local town offices, community development societies, associations, schools, and residents to team up and join the carnival march. Through the workshops and activities, residents' creativity and confidence are inspired, the vitality of local communities and associations are fortified.

 Except for annual carnival festivals, the foundation has carried out a project to bring Samba to rural areas around Taiwan. The project includes instructing Samba drum teams in towns and tribes, and encouraging them to go abroad and interact with teams from other countries. Hence the flame of Samba art will light up every corner in the world.
