The early ancestors of the Rukai and Paiwan people lived in different places. According to legend, under the leadership of the leader, the Rukai people were led by a psychic clouded leopard and an eagle to come to Jiuhaocha. Tribes were established in Jiuhaocha, and later moved to Ali, Jilu, and Wutai. Afterwards, the tribe prohibited hunting clouded leopards and eagles in gratitude. For the convenience of transportation, the clansmen living in Wutai Township also went to Sanhe Village in Ma Township and Qingye Village in Sandimen Township, which are close to the plains. Later, because of the frequent intermarriage between the Rukai and Paiwan peoples, their cultures were deeply affected, and the cultures of the two groups became more and more similar.
