Prospect
I. Objectives of restoration
1. It aims to maintain present functions and medium
and long term plan is the construction of history museum and
exhibition hall (folk historical relics or Lukang traditional craft
exhibition center).
2. Short-term reuse development refers to the opening
for visitors and long-term planning is based on Lukang culture and
tourism industry.
3. Appearance and important patios and courtyards
should be preserved. The interior parts can be flexibly and slightly
reconstructed according to plan of reuse.
4. Valuable historic relics should
be managed and maintained regularly.
II. Spatial planning
According
to current planning, the first floor is daily open to the visitors.
Patio, courtyard,
arch and
half-sided well are presented. Besides,
the hardware store on the right of the front is reconstructed. ¡§Lu Si Cultural Studio¡¨ remains at the back hall. It is the place for
exchange and presentation of cultural and creative goods related to
Shi-yi Building and special handicraft products in Lukang. It
exhibits and sells books related to historic interest culture.
Precious out-of-print books will be presented for on-site reading.
On the left of the front, it is
the store of snack and coffee.
At the back, it is the screening room of
multimedia guide. Since the
stair to the platform on the second floor of
Pao Ma Building is
extremely narrow and steep and the inclination is nearly 70 degree,
too many visitors on the platform can be dangerous, it will be
charged professional explanation and guide of historic interest,
which is not accessed to children and handicapped.
III. Source of funds
Funds of
restoration is estimated to be NTD 56,000,000. 70% is subsidized by
Ministry of Culture and 20% from Cultural Affairs Bureau, ChangHua
County. The owner is in charge of 10%. When the government restores
the building with funds, the requirement is the opening with
conditions. Since historic interest is valuable, it expects more
visitors after restoration. Thus, opening with conditions is
necessary.
IV. Property right and opening space
After
restoration, property right still belongs to the original owner.
With the cooperation between government and private sector, they
preserve the building with traditional value. Hence, Shi-yi Building
can be revitalized and reused to extend the life of historic
interest, fulfill historic and educational function, promote
techniques of artisans and revitalize tourism resources.
After
restoration, the first floor will be open for general visitors. The
platform on the second floor of Shi-yi Building will be charged
professional explanation and guide of historic interest. Other space
on the second floor is private property.
