Causes to terminate foster placement (the case closed)

 

 The foster placement service shall be terminated if following circumstances occur:

1. When the biological family has been rehabilitated,
2. When relatives help to taking care of the placement,
3. When the child is at 18 years of his age,  
4. When the child is adopted,
5. When the long-term placement is transferred to the Institution,
6. When the Contract is expired,
7. When the emergent protection placement is concluded,
8. When the adaption to the foster family is poor or not suitable,
9. When the natural family requests Institution to take an early termination,
10. Other possible causes.

In accordance with the related provisions, term of the foster service is two years; if over the prescribed period, social workers may propose and apply for another 3~5 years after their assessing panel have discussed with the social workers from the County Government onto the issue whether the foster child should return home or continue to be fostered. The social worker from the County Government, however, is entitled to determine if the case can be closed while the TFCF is no more than committed by the county government.

No soon has the foster child no way to return his/her natural family than the social worker of the County Government will arrange the procedure of adoption for the young children or have the older ones adopted by foreigners, helping them to have an integral family. As a matter of fact, despite how bad is the child’s natural family, he/she still hope that they can return to the natural family.

According to the provision of the “Children and Youth Welfare Act”, the case of foster children has to be followed-up for another one year after the case is closed; the part to trace the child’s condition is performed by the County Government or an associated agency. Once the foster child (at 18 years of his age) left his foster family, the agency committed by the county government has to appraise adaptive condition of the foster child; if unable to support himself, the Agency will help the child to apply for living subsidies to support his independent living.
