In the 1940s, the cotton fabrics are the main products of the textile industry, and the textile manufacturers were mainly distributed in Banchiao, Hsinchuang, and Shulin. The garment factories were sporadically set up in Sanchung area. In 1950s, garment factories began to appear on Changshou St., as well as Siwei St. and Ren-ai St. in Louzhou. The peripheral effect drove the development of commercial circles, and many cloth retailers gathered here.

 

Due to the prosperity of industry and manufacturing industry in Sanchung area, the business owners started to establish enterprises in adjacent areas. The garment factory and other textile industry embraced peak period of development in the 1960s in Sanchung area. However, attributable to the impact of rocketing prices of commodities and land in the late 1970s, the industrial land was hard to find, and the number of newly established garment factories slipped gradually. Later on, the garment industry maintained the stable status of operation; however, in the face of rising wage, the increasing awareness of environmental protection and decreasing number of employment, many business owners were confronted with the transformation. The textile business owners in Taiwan started to move out, and set up new factories overseas. Many garment companies in Taiwan shifted to design and marketing, many of which carried out division of labor, and outsourced to the down-stream small sewing workshops. Various parts of the garments were assembled and sewed with delicate craftsmanship. The small textile factories born in the proper environment in the past also shifted to sewing workshops over time.
