Introduction of Governor of Public Administration:

Shou Youlien ( —1901)

Shou Youlien was also known as Weiyen and born in Yuyao , Zhejiang in the 4 th Year of Tungzhi Emperor (1865), official ranking of Juren.

In the 8 th Year of Guangxu Emperor (1882), he was appointed as Susungtai Official of Shanghai ; during Sino-French War, he was in charge of support to Taiwan and was awarded with merits due to outstanding performance.

In the 13 th Year of Guangxu Emperor (1887), he served as the first Governor of Public Administration in Taiwan in April. In the 15 th Year of Guangxu Emperor (1889) due to discomfort caused by the humid and hot weather, he left the office and went back to China for treatment. In June, he was appointed as Hunan Inspection General.

In the 17 th Year of Guangxu Emperor (1891), he resigned the office due to the death of his mother in April and was promoted as Taiwan Inspection General. Until October, he did not report to the post due to the unfinished mourn of the death of his mother and Sheng Yingquai served as Acting Inspection General and posted in Taiwan . He abolished new policies of former Inspection General Liu Mingchuan. During his term, Taiwan History Bureau was established. He transferred the governance of Yunlin County to Douliu. Branch office of county forestry bureaus were set up. Branch public administration of Nanya in Taipei was established.

In the 12 th Year of Guangxu Emperor (1894) when Sino-Japan War was waged, he had conflict with Zhi Military of Tang Jingsung. It was also because of his illness, he was transferred as Hunan Inspection General.

He passed away in 1901.

Sheng Yingkuai ( )

Sheng Yingkuai was also named as Jitian and born in Pinghu , Zhejiang . Sheng was originally Governor of Public Administration of Guaizhao.

In the 10 th Year of Emperor Guangxu (1884) during Sino-French War, the French Military occupied Penghu and attacked Keelung and Tanshui. Taiwan was in martial time. Sheng was appointed as the Superintendent of Military Affairs and took the risk to cross over the Strait to Taiwan . He arrived in Taiwan on December 18 and was then appointed as Inspection General of Fujian and Taiwan to take charge of military affairs and food issues.

In the 15 th Year of Emperor Guanxu (1889), suggested by Liu Mingchuan, the post of Governor of Public Administration was resumed. At the same time, the post was taken by Shou Youlien. Due to the absence of newly appointed Governor of Public Administration, Sheng was the acting Taiwan Governor of Public Administration.

In the 16 th Year of Guangxu Emperor (1890), Yu Yingling was discharged from the post due to illness and Sheng again took over the post as the Governor.

In the 17 th Year of Guangxu Emperor (1891), Liu Mingchuan finished his term as Inspection General and Shou Yaolien before taking the post as Governor of Fujian and Taiwan Governor of Public Administration was Acting Inspection General of Taiwan .

Kuai Debiao ( )

Kuai Debiao is also known as Zhenung and born in Hefei , Anhui . In the 24 th Year of Emperor Daoguang (1844), he past the exam and ranked as Juren.

He served as Hubei Governor of Public Administration.

In the 15 th Year of Guangxu Emperor ( 1889 ) , he was transferred to the post of Taiwan Governor of Public Administration and next year, he took over the post of Guangdung Governor of Public Administration.

Yu Yingling (1838 - 1904) :

Yu Yingling was also known as Citang, Yueting, and Shuzai, and was born in bodunating, Jiling. He was Jinshi in the 9 th Year of Xianfeng Emperor (1859).

In April, the 16 th Year of Emperor Guangxu (1890), he was appointed as Fujian and Taiwan Governor of Public Administration. At the same year, he was discharged due to illness.

He passed away in the 30 th Year of Emperor Guangxu (1904).

Tang Jingsung (1841 - 1902) :

Tang Jingsung is also known as Weiqing and was born in Guangyang County of Guiling Fu, Kuangxi. He was Jinshi in the 4 th Year of Emperor Tungzhi.

In May of the 13 th Year of Guangxu Emperor (1887), Tang was appointed as Fujian and Taiwan Superintendent of Military Affairs while in April of the 17 th Year of Guangxu Emperor, Tang was promoted as Governor of Taiwan Public Administration. In September of the 20 th Year of Guangxu Emperor, Tang was appointed as Taiwan Inspection General. When Sino-Japan War broke out, Qing Dynasty appointed Liu Yungfu to defense Taiwan . Qing military was defeated. In the 21 st Year of Emperor Guangxu (1895), Li Hungzhang signed the Treary of Shimonoseki and Qing ceded its sovereign over Taiwan .

On May 25 of the 11 th Year of Emperor Guangxu (1895), Gentleman Qiou Fengjia supported Tang as the President of Taiwan Republic. Tang accepted the post and apologized to Qing Dynasty by bowing and crying to the direction of Emperor Palace . After taking the post of President, Tang appointed Liu Yungfu as the Military General. He declared the beginning of Year of “Yungqing”(Qing Dynasty forever).

On June 3 of the 21th Year of Guangxu Emperor (1895), Tang fled from Taiwan Republic to Xiamen when the Republic was established for only seven days.

Tang passed away in the 28 th Year of Guangxu Emperor(1902).

Gu Zhaoxi (1841 1910)

Gu Zhaoxi was also known as Houming and Qiting and was born in Wu County, Suzhao Fu, Suzhao. Guo was Juren of the 3 rd Year of Tungzhi (1864) and was in the 18 th Year of Guangxu Emperor was Taiwan Deputy Superintendent of Military Affairs.

In September of the 20 th Year of Guangxu Emperor when Taiwan Governor of Public Affairs, Tang Jingsun was transferred to Inspection General, Gu was appointed to be the Governor.

Next year, Taiwan was ceded to Japan and Guo was once suggested as “the authorized person” but he “resigned the post with the reason of illness” and fled back to mainland.

He passed away in the2nd Year of Xungtung Emperor (1910).

Yu Mingzhan(1860—1918)

Yu is also known as Puzhai and later Puan and was born in Shanyin , Zhejiang in the district of Zhili Wanping.

He was Jinshi in the 16 th Year of Emperor Guangxu (1890) and in the 20 th Year of Guangxu Emperor (1894) when Sino-Japan War was waged, he served under Inspection General, Tang Jingsung. When Taiwan was ceded in the 21st Year of Guangxu Emperor and the establishment of Taiwan Republic , Yu took over the important post. After Gu fled to mainland, Yu was appointed as Taiwan Governor of Public Administration.

When Japanese military launched Audi, Sanzhaoling was also defeated. Yu in person was in charge of the military affairs on site between Ruifang and Keelung but the efforts were in vain.
