On October 9th, in order to make enquiries of the Rapid Transit’ construction, the director carried our research team by driving to the Rapid Transit East District Project Office. After arriving, we went to the assembly hall with religious attitude. The engineer gentleman for exposition was already waiting a long time, prepared to respond any question about the Rapid Transit construction. The following questions were proposed:   

Q1. How to decide the main form of Taipei Rapid Transit System(TRTS)?
A: The condition is to provide the quickest transportation of principle, to achieve transportation conveniently and transport feasible.

Q2. Neihu Line mainly adopts elevated platform, only few parts are underground, what’s the reason?
A: We hope the form is a district vehicle line, the underground way is for passing through the river course and the airport, and the unearthed place is near the Ziqiang tunnel.

Q3.What is the considerable point between the route and the Rapid Transit Station when planning the Neihu Line?
A: We set up a station by considering the capacity , the development or the potential, the major place for setting up a station is public land, besides, thinking about the distance between the stations. The station distance is about 800-1000 meters in city center and about 1000-2000 meters in suburb.

Q4. How to decide the vehicle’s type of passenger capacity in Neihu Line?
A: It extends from the Mushan Line, therefore we use the same type vehicle.

Q5. When planning Neihu Line, what aspects need to be aimed for environmental influence assessment?
A: Air, noise, vibration, landscape impact and the influence among professions.

Q6. How long will the Neihu Line project take?
A:  It will be opening of bid in May, 91, completed and tested operation in March, 97, then open to traffic operation in June, 98.

Q7. How many is the budget probably for constructing the Neihu Line in all?
A: 46.5 billion contain the direct cost (construction) and the overhead cost (land collection).

Q8. How many funds should be taken for constructing a Rapid Transit Station?
A: The big station is expensive and the small one is cheaper. Taking the Gangqian Station for example, the civil engineering takes about 720 million.

Q9. What is the design principle of the air shaft in Taipei Rapid Transit Access?
A: vented exhaust, Piston effect, Escaped route and Station position.

Q10. What is the total length of the Neihu line?
A: The total length is 14.8 kilometers, with the underground taking 4.7 kilometers, the elevated platform taking the left 10.1 kilometers.

Q11. How to calculate the price of the Rapid Transit units?
A: According to the market price, we take the route completed already for example, the Danshui Line 1.77 billion NTD each kilometer, Xindian Line 3.9 billion NTD, Mushan Line 1.4 billion NTD, NanGang Line 3.6 billion NTD. Banqiao Line 2.7 billion NTD, Nanshijiao Line 4.1 billion NTD.

Q12. How to choose the geology that conform the Elevated Line?
A: We can basically overcome all the situations that we meet presently.

Q13. Where does this construction technology in
Rapid Transit introduced by?
A: At present the construction technology is introduced from Canada (Bombardier Company).

Q14. How does the Neihu Line link to the Mushan Line?
A: We extend the Mushan Line to be the track connected with the Elevated line, in order to pass across the Songshan Airport Station, after crossing the Zhongshan Junior High School Station (the end of Mushan Line), the track will be linked to the underground, straight lower segment and the Neihu Elevated Line.

Q15. When constructing the Neihu Line, what difficulties need to be overcome mostly?
A: The most difficult problem is rebuilding the box culvert and each pipeline.

Q16. Is there any crisis that the stratum will sink nearby the Peian Rd?
A: That could be affected if there is some groundwater, after monitoring the water level; the Peian Rd was discovered impossibly to sink because of the low water level underground.  

 

Q17. What is the Island platform established for (Xihu Market Station)?
A: The Island platform is established for enhancing the width of the platform.

Q18. Where do the highest gradient and radius turn achieve?
A: Gradient 6%; the speed of the radius turn could not less than 35 meters, gradient 3%; the speed of the radius turn could not less than 200 meters.

Q19. How dose the Rapid Transit project safeguard the security to the nearby building?
A: We will make complete investigation to the neighbor building in designing period, and this work will continue under construction with perfect protection to the building and the real-time monitor. We grasp the building security promptly by the systematized computer on-line.

Q20. During the construction along the Taipei Rapid Transit, what are the associated measures should be taken to channelize the transportation for human and vehicle?
A: Both the wide and small divagation has exhaustive information provided in the website for channelizing the transportation.

Q21. How many passengers expected travel by the Neihu Line approximately?
A:  East District Project Office forecast that 7:30~10:00 of Republic of China 110, in transportation spike period, may have 26100 people unidirectional.

Q22. How many income and disbursement estimated in the Neihu Line ’transport year?
A: We estimate from Republic of China 82 to 110, the cost is 127 billion NTD when the ticket receives is 20880 billion NTD.

Q23. What humanization facilities are planed presently?
A: Outside the station, we have established  non-barrier slope, armrests, PAD, guide sign,  station elevator, besides, we hope that the proportion of male’ room and ladies’ room will change to 1:5 ,without going to the bathroom on line.   

After the above answers, do you profit a lot? We really get quite a lot , through the engineer gentleman’ detailed explanation, we deeply understand the process in constructing Rapid Transit, about funds, construction, the environmental influence, and so on, which we layman never contacted. Because of this interactive interview, our knowledge is promoting and our life experience also is enriching.

In the sunny afternoon, director guides us to visit Rapid Transit Songshan Airport Station. We expect to know more in this exciting journey.

When the director drives us to the destination through various dizzy roads, we cannot control ourselves on the way and expect to reach the destination quickly. After an uncomfortable struggle, finally the destination appears at the end of dizzy road. Lucky goddess smiles to us finally.

Stepping on Rapid Transit site, we start our novel journey after wearing safety helmets. Walking on flat track, we feel safe and don’t worry any heavy object falling down to hit us. While the head on site tells us all courses about constructing Rapid Transit, I see diligent workers are working hard for the country, I admire them very much, at this time, a huge deep black hole enters my eyes, it is a tunnel to Rapid Transit, this is really exciting, I used to sit in quickly-driven railway wagon and could not see any scene in tunnel before, but now I can experience this, how exciting! We walk into the tunnel slowly, it is not as dark as I expected, lamps are everywhere, like fireflies. When walking deep into the tunnel, I see a platform to be completed, only some facilities are under construction now, the whole decoration almost takes shape. Passages connecting to road surface are also completed. Due to limited time, we have to say goodbye to this tunnel journey. We look forward to another venture once again after the whole project is completed.

This visit comes to an end finally, we are very appreciate warm reception and detailed interpretation from personnel of Pan Asia Corporation, we hence experience an unprecedented tunnel journey, this is an unforgettable journey, although it comes to an end, yet it will not forgotten by us.

An interview to Mr. Chen Jinzan

In order to know more about Neihu, our team plans to visit a senior culture & history researcher Mr. Chen Jinzan in Neihu in the first winter holiday, he is a teacher of Neihu Vocational High School Community College and owns a book about Neihu history. He knows everything about Neihu, so we hereby invite him to receive our interview in the university at 9:00 a.m., we asked all questions about Neihu, and he answered all questions patiently. The following are our questions and his answers.

Q: What influence may be caused on this district after completion of Rapid Transit Neihu Line?
A:

1. Relieve traffic jam between Neihu Road & Chenggong Road of main trunk road.
2. Attract a lot of people into shopping district of Neihu District.

Q2. What influence may be caused on traffic by construction course of Rapid Transit Neihu Line?

A: During construction period, route for vehicles will change, this will cause a traffic jam between Neihu Road and Chenggong Road.

Q3. During night construction, whether any influence (noise, etc.) will be caused on this district?

A: After 22:00, motor noise occurring occasionally may have an influence on local citizens.
4. After construction of box culverts & pipelines, whether there are problems about water accumulation?

A: Influenced by construction, there is a little accumulated water before Nanhu High School, but this problem is solved quickly after proper treatment by Department of Rapid Transit Systems (TCG).   

Q5. What influence may be caused on Neihu District after completion of Rapid Transit Neihu Line?
1. Landform scenery: back-yard garden in Taipei city; big conflict.

2. Traffic: road is not wide, it provides citizens with a pressing sense and hence influences living habit of local citizens.

3. Form a new shopping district from Xihu District to Donghu District.

Q6. How about influence on air quality by construction course of Rapid Transit Neihu Line?

A: Not obvious. Department of Rapid Transit Systems (TCG) has good control on air quality. Tiny dust is unavoidable during construction, but dust will disappear after completion.

Q7. What influence may be caused on Neihu District by Rapid Transit Neihu Line?
A: For example, Dahu Park, located in Neihu District, will bring a beautiful feeling to people’s eyes after completion of Rapid Transit.
Q8.Whether name & location of each station are proper? Any opinion for this question?

A. We will hold a public opinion meeting and invite local sub-ward heads and public opinion representatives to make a decide together.

During the above interview, Mr. Chen answers quiet well, we admire that he is really a senior researcher on history & culture of Neihu. According to Mr. Chen’s answers, we know that influence caused on the surrounding of Neihu (including traffic & living, etc.) by construction of Raid Transit Neihu Line. Mr. Chen has answered all questions about Neihu, we hence get a heavy harvest from this visit. All these are because of Mr. Chen’s great support, when we are leaving, he also encourage us and make us feel very warm in the cold winter.
