A:The work station is level
3 in Irrigation Association. It is the lowest level in the agency. There
are many work stations in Irrigation Association and they vary in
nature. The work station I work in is under irrigation administration
office. It is mainly in charge of canal irrigation. The work station
under Wushantou Administration Office is in charge of water source
works.
Work stations are not classified as to size but the irrigation areas
under each work station come in different sizes. Worker assignment is
also determined by the difference in irrigation area size. |
Q2:What
department does Houbi Work Station fall under? How many
workers are assigned there? |
A:Houbi
Work Station falls under Sinying Administration Office. Before,
Chingliao Work Station fell under Sinying Administration Office. The
farmland irrigation nearby your school was managed by Chingliao Work
Station but it was abolished later. The irrigation area is under Houbi
Work Station right now.
Basically, Irrigation Association assigns staff based on irrigation area
size. Normally, 1 person is allotted per 150 hectares but due to
financial straits, there are only 9 people working at Houbi Work Station
right now. |
Q3:How
large is the irrigation area under Houbi Work Station? |
A:According to
survey results by the Dept. of Land Administration conducted
in 1999, the irrigation area is approx. 1,797 hectares. The
scope covers most farmlands in Houbi Township and a small
portion of lands in Yenshuei Town. |
Q4:What
is the work scope of the work station? |
A:Durign
the water period, it is in charge of water distribution.
During the non-water period, it engages in irrigation
facility repair, petition acceptance, water quality monitor,
irrigation land registration card double checking.
(April-May), and membership card filing etc. |
Q5:How
is water distributed throughout the year? |
A:Generally
speaking, the “Rice Crop Water Release Period” is from January to May.
During this period, water release stops several times at the end of
February (for 4 -5 days each time). At the beginning of February, there
is one water release for sugarcane, which lasts for about 20 days.
By early July, the second crop rice begins and water is released again.
The water release for second crop rice shall last till the end of
October. Beginning early November, water is released for sugarcane. At
the end of it, water distribution work comes to a stop. Then some
engineering changes are made. |
Q6:How
is the irrigation group leader elected? |
A:To elect a group leader,
the members of Irrigation Association have to be present. How can one be
eligible to become a member? One has to have farmlands. The group leader
is elected once a year. The election method is similar to that of
regular elections. First, electorate headquarters are setup in
respective villages and the ballots are counted. The group leader is not
paid but since some irrigation associations elect chairmen, competitions
are quite fierce during elections. |
Q7:What
should the government do for Irrigation Association? |
A:Irrigation
Association is an agriculture based unit. At present, agriculture takes
up less than 1% of the gross nation product. It is considered an
underdeveloped industry. There is no future for Irrigation association
if agriculture does not flourish. As long as the government is willing
to devote efforts in agriculture with vision, Irrigation Association
will benefit. |
