Introduction

Everyone needs water, whether for agricultural, domestic, industrial and aquaculture use,
but the main water source in Changhua is only Jhuoshui River,
in order to get more water, Jiji Weir is built.
However, the industry uses a lot of water, and takes most of the water.
The farmers who are lack of water have to look for the underground water,
but this causes the ground subsidence.
We cannot waste water any more!
We must allocate water resource reasonably.

River water

The main rivers in Changhua County include Wu River (Dadu River), Maoluo River, and Jhuoshui River, all of which flow into the sea in the west. Jhuoshui River is the largest and longest river in Taiwan, with a total length of 167km and it carries a large amount of sediments. Wu River has a total length of 110km, and its lower stream flows through the coastal plain and Taichung Basin, accounting for 1/3 of the total length.

Because of wide water collection area, the two rivers are rich in water in the whole year, but because of high mountains, they do not have strong water conservation capacity. The rainfall has a great influence. In the rainy season or heavy rain, a lot of water overflows through the two rivers, which flows to the plain and causes flood; while in the dry season, there is less water, which cannot meet the demand of irrigation and causes drought.

Although Wu River and Jhuoshui River flow through Changhua, due to the limitation of water characteristics of rivers and under the condition that there is no water reservoir to supply sufficient surface water, in order to supply the water in Changhua stably and fully, Jiji

Weir, South-north Irrigation Canal, and Linnei Octagonal Pool are built for the comprehensive use of surface water and underground water.

Agricultural irrigation

The farmland irrigation cause in Changhua County is under the jurisdiction of Changhua Irrigation Association, at present, there is an irrigation area of 46,631 ha, with main irrigation water resources including Jhuoshui River, Chingshui River and Beigang River. Although they are rich in total water, there is an uneven distribution in space and time, and there is a lack of water reservoir facilities. All irrigation water is taken from the natural flow of rivers and the underground water, excavation of deep and shallow wells to draw underground water and supplement the irrigation.

Groundwater

Although the coastal area of Changhua is at the end of water resources, the underground water resources in the past were rich, and 20 years ago, there was still blowing of fountain. With the increasingly prosperous development of the local industry, the water demand for agricultural, industrial, domestic, and aquaculture use is greatly increasing. Although there is supply from the rivers, it is insufficient to meet the water demand under the high-speed development, so the drawing of underground water becomes the only approach to meet the demand, and this also becomes the curse of ground subsidence later.

Utilization of water resources

 Agricultural use


The agricultural water in Changhua accounts for 88%, and the current situation is that the water for industrial and domestic use is increasing year by year, and the policy resolution on agricultural irrigation water is not increased any longer. When there is an insufficiency of water for domestic and industrial use, and it is needed to seek for the support of adjusting agricultural water, water saving measures like irrigation by turn are taken and negotiation is made on the allocation of water resources, but this also gives rise to the dispute that industrial water expels the agricultural water.


Aquaculture use

The annual water consumption for the aquaculture is about 271 million MT/year (including the total water consumption 0.26 and 2.45 of salty water and fresh water), including the annual total underground water consumption 220 million MT.

Industrial use

The water for Yunlin Offshore Industrial Park is supplied by the special industrial pipe, the rated water consumption for industrial water is 860,000 MT per day in the wet season, at present, the water consumption is about 320,000 MT per day; there is no water right in the dry season (February to May), so Industrial Development Bureau and Changhua Irrigation Association and Yuilin Irrigation Association sign a water dispatching agreement to dispatch the agricultural water for response.

Domestic use

At present, the running water system in Changhua has a water supply amount of 360,000 MT/day (131.4 million MT/year), mainly supported by underground water 280,000 MT/day (102.2 million MT/year) and Taichung system 800,000 MT/day (29.2 million MT/year).

Findings and afterthoughts

 

There are few water resources in Changhua, so under the condition that water is required in various aspects, the water resources must be allocated well, especially when agricultural, aquaculture, industrial, domestic use all need water, the water should be allocated appropriately, only by this way can various demands be met.

During the camp, Teacher Shi taught us a lot about Jhuoshui River, and also showed us some films, making us know more about Jhuoshui River and the establishment of SNCP, so Jiji Weir was also built. The agricultural water in Changhua and Yunlin is insufficient and the underground water is excessively drawn, so the ground is subsided seriously day by day. Through the teachers’ instruction, we have some conceptual understanding to Jhuoshui River, and we believe we will know more in the future.
