With the rain pouring outside, the room is dark. We meet those who work behind the scenes for this lantern festival in the basement of the Department of Tourism for an exciting dialogue. The following is a reorganized version of the conversation by the Little Lanterns.Investigation date:2011/11/09】

Q1-How will this Lantern Festival help Lukang?
Because this lantern festival is the biggest to date, it might help to promote the fame of Lukang. People who come to Lukang will obtain relevant information about this place. Visitors who come from overseas can tell their friends and families about Lukang when they get back.
Q2-Do you intend to break the Guinness Record of “biggest lantern” set in 1997?
We haven’t specifically set out to break the record, but this lantern festival will occupy the biggest to date. The record we might break is that of the total number of visitors.
Q3-Is there any specific discussions about the design concept of the main lantern with the lantern craftsmen?
We will carry out in-team discussions before making the lantern. After the design concepts were completed, we will then discuss it with the lantern craftsmen.
Q4-How many people do you expect to come visit this lantern festival?
Since we are occupying an area larger than the last festival, hence we hope we would be able to attract 6 million visitors to our event.
Q5-How do you carry out electrical routing and lighting for the purpose of this lantern festival?
We will first require the participating industries to bury their cables into the ground to prevent tripping or possible electrocution from contact. In order to prevent these from happening, we will need all the cables to be underground.
Q6-How did you feel when you heard that the lantern festivals would be held at Lukang?
Some residents in Lukang were rather unhappy as we originally receive visitors to Lukang during the weekend. With the lantern festival, the government would commence traffic lane control which would impede people who drive or ride scooters to work. Hence, our planning teams must explain this affair to each household.
Q7-What theme do you intend to choose for next year’s lantern?
Given that the next year’s zodiac animal is the dragon, hence we would use the dragon as our main theme (additionally, the title of the theme is Dragon Flying Over a Blessed Scene).
Q8-Are all the lanterns connected in design and style? (Why? And what type of theme connection was used?)
Yes. Without a connecting theme, it would appear odd to have Princess Snow White Lantern placed next to an Angry Bird lantern. We would need to extend the theme slowly from the main theme. Given that the main theme is the dragon, the connecting theme will also be the dragon.
Q9-What is the meaning behind the district divisions for this lantern festival?
The purpose was to let visiting tourists produce different ideas in different areas. The main theme of each district was the confirmed discussion results of the Department of Tourism in the Ministry of Communication and Transport.
Q10-Why do you think the lantern festival can be held at Lukang?
You have to ask President Ma. Every county and city wants the best festivals to be held in their own place so that the tourists would have a good memory of their place and to increase their fame.
Q11-Is there any retailers receiving less business because they’re placed in different districts when you were planning the lantern districts?
This situation would not happen. Different lantern districts will attract different types of people. The children’s toy district will attract children, while the religious lantern districts would attract religious supplicants. There are also people who want to take a look at everything, so this situation should not happen.
Q12-When you were having a meeting about the lantern festival, did you hold discussions with the organizers from the previous year?
Yes. This year’s Miaoli festival organizers have held a discussion with the last year’s lantern festival organizer at Chiayi County Government. They would adopt the good points and refer to their examples for further improvements so that mistakes would not be repeated.
Q13-Is there anyone with different ideas when you were planning the lantern districts?
Of course there were. Different groups of people would have different ideas. The main opposition voice, actually, came from the residents of Lukang. During the lantern festival, they couldn’t even drive outside. Everyone must walk.
Q14-Do you think that traffic volume would be more compared to the national day fireworks festival?
Yes. There will be more traffic as the festival will be held over a longer period
Q15-What did you mostly discuss with the past organizing units?
It’s mostly thus: 1. Why was the last lantern festival held in such a way? 2. Why were those actions carried out? It’s like the questions you ask of me now. You can also ask similar questions with the Miaoli and Chiayi county governments. Because this is the first time we’re holding this event, hence we must refer to past examples to organize our event.
Q16-When discussing about different topics do you hold the discussions together or in separate teams?
Both, just as you make small team reports as well. Discussions are first held by separate teams, and then voted on by the entire assembly.
Q17-In order to obtain the chance to hold a festival, one must be innovative and stand out from the rest. What features did you adhere to make those changes?
We referred to past lantern festivals to make our changes. In order to prevent repeating the past, we would make a few changes. Small changes lead to bigger ones. And big changes lead to complete overhauls.
Q18-How did you find you corporate sponsors?
Governments have a platform for bidding sponsorships so that interested companies can bid for the posts. Each company would propose plans, and we will start from these proposals to allow open bidding. The law will not agree with us if we did not have open bidding.
Q19-Besides DM, are there any other specific points with oral guidance?
We must inquire further on this question. But here are people responsible for such inquiries in the lantern districts. We also have volunteer support.

It was a gray and rainy day, and it made me frustrated. After saying things that we have to look out for in the interviews, we went to Mr. Yeh who had allotted time from his busy schedule to have an interview with us. I discovered that if we were to simply ask textbook questions, people would feel bored and sleepy. Hence, we first prepared questions before the interview or to think of new ones from the answers provided by Mr. Yeh so that the interview wouldn’t be as boring. So we had to keep brainstorming. I also discovered that Mr. Yeh is really fully committed to his work, and because he got started, he was able to understand many internal issues. Mr. Yeh would also provide additional information when answering our questions which enriched our interview notes, and also gave us many more questions to ask. He was also very clear. We also had to be careful whether our questions were already answered by Mr. Yeh so that he would not need to provide the same answers repeatedly and leave him a bad impression. Mr. Yeh always provided answers for every question we have. We must look up to him. Originally Ms. Wang was supposed to come and help but she was held up by a meeting and could not attend. Nonetheless, we were very thankful to schedule this interview with us. Mr. Yeh even took out lovely hanging apparel for us, which was too generous a treatment for us. Teacher Chen also gave coffee we had bought beforehand for Mr. Yeh and Ms. Wang so that they would be able to leave visitors with a good impression of Changhua and create a great business opportunity.

  The main theme of this year’s lantern festival is Colorful Fruits and Changhua’s Lanterns. The Lanterns of Changhua represent that this lantern festival will be unprecedented in size. Fruits represent that visitors not only can expect to see lanterns, they would also be able to try sweet fruits of Changhua and experience Lukang’s traditional culture, social arts and local foods. This motto for this year’s lantern festival is “Admiring Floral Seas by Day and the Lanterns by Night”. Children’s toys, opera, lantern riddles and other new lantern districts were opene this year. People can use their time to visit. The designated area for the festival measures 1.5 km from north to south. Because the area was larger than last year’s festival, it is hoped that festival will attract more than 6 million visitors. Also, due to the larger area, this lantern festival would create a lighting atmosphere. The borders would have floating lights and decorated light boxes along the street light posts. All of these are under the light environment of this year’s festival. The festival this year would also bury electrical cables underground to reduce the chances of tripping or electrocution, and to give people a good impression of Changhua.

This interview gave me a great deal of benefits. It not only let me understood the tiring business of planning a lantern festival, I also gained many knowledge about lantern festivals, such as the way they made the main lanterns, what to do during accidents and how to carry out follow up actions. I discovered that planning the festival is very troublesome. Of which, I am most impressed by the plans the organizing units made for environmental cleanliness. Past lantern festivals and similar activities not only created a great deal of garbage, people also tend to litter tour brochures, and these would need to be cleaned up tediously by the organizing units. This lantern festival not only added more garbage bins, they also designed brochure collection booths to gather brochures that people don’t want to give out to other people. This is not only environmental, it also reduces messiness. The lantern making teams also had considerations over visitor safety and had made safety arrangements for the traffic. All cars are denied entry with the exclusion of police cars and ambulances. How considerate and nice! Hopefully this lantern festival can be an improvement over the past ones so that people would discover the beauty of Changhua.
