Flower industry is one of the competitive agricultural industries in Taiwan. The transactional modes of flowers had been changed from the traditional door-to-door vending to store consignments to negotiated transactions. Later, through some practitioners’ continuous efforts, we saw a drastic innovation in 1988, when the transactions went into the “Computerized Auction Clock” stage. In 1993, an even new domestic pot flowers transaction history was unveiled, performing transactional modes of “Sample Appointment Orders” and “Spot Trading” for pot flowers. And in 2001, “Cut Flowers order Transactions” and “Flower Electronic Transaction Marketplace” marked an incessant progress for the flower industry. According to Taipei Flower Growers Co., Ltd. (2011) and Taipei City Government Department of Economic Development (2008), the development and evolution of Taiwan’s flower markets can be classified into three stages: Founding Stage, Pioneering Stage, and Establishing and Developing Stage. Our Cyberfair project team consolidated all the gathered information and presented it in the following as table 3-2:

Founding Stage Before 1971~1978
  1. Set up Chiao-tou Flower Market in Taipei, which was the biggest distributed wholesale and retail flower market at that time.
  2. Its production value was NT$ 53 million. And in 1978 only, the domestic and export production value was up to NT$ 400 million.
Pioneering Stage 1981~1996
  1. The first private flower wholesale market was founded.
  2. The rules of “Computerized Auction Clock” and “Dutch-style Public Bidding” were introduced, making the transactional processes automated. Officially, Taiwan entered into the three-lined computerized auction clock stage.
1997~2005
  1. Dutch-style four-lined computerized auction clock was introduced, and flower wholesale resource sharing hotline enabled. Order operations on the Internet were tried, marking a landmark for the domestic flower industry to move forward into the global market.
  2. Kaohsiung International Flower Co., Ltd. first joined the operation with the flower market in southern Taiwan.
  3. “Flower Thinking—2003 First Guandu Flower Art Festival” set a precedent of holding a flower show in the university.
  4. For the first time Taiwan hosted the largest scale international Asia Pacific Orchid show, setting the greatest record for orchid activities over the years.
  5. Took part in the international flower fairs in Japan, Singapore, Dubai, etc., getting a Gold Award in Japan.
Establishing and Developing Stage 2006~the present
  1. Five big flower markets were set up in Taipei, Changhua, Taichung, Tainan, and Kaohsiung, and their businesses were getting better.
  2. 2010 International Flower Expo was held in Kaohsiung.
