Problem Encountered: The Consideration of Water Resource Management and the Difficulty of Environmental Water Supply

Because the water resource of the Caogong Canal was drawn from the water of Kao-Ping Stream through underground wells, together with the surface water from branches of the Koa-Ping Stream and Hojin Creek. It is featured with ample water supply and proximity to the estuary geographically so that there is no drought time happening. However, the Caogong Canal is now held as the "irrigating facility" with available water supply only during irrigating seasons; otherwise, there is no water supply to allow for maintenance of pumping devices and canals. Whenever there is no irrigating operation available, the water supply volume decreases vastly. Furthermore, almost every factory emits its waste water to the Caogong Canal so that it suffers pollution to various extents in winter!

Solution: The Infuse of Water Supply: Agriculture Irrigating Water, Rain Water, Water Storage among Communities and Road Sewer Systems

1. The Caogong Canal, aside from being functioned with agriculture irrigation, should be added with the goals for water quality improvement on environmental water by complying with the criteria identical to those of the Love River and ponds in Kaohsiung areas. It is preferably recommended that the minimum river flow volume should be well regulated at the soonest possibility and help the Caogong Canal with stable water supply and constant water level of the downstream river.

2. The expenditure of water pumping on Jiu Qu Tan should be paid by the central irrigation authority governmentally to draw water from the Kao Ping Stream so that the water level and water volume of the Love River, Fong-Shan Stream, Shi-Long Stream, Ho-Jin Stream can be stabilized sufficiently.

3. Aside from the water supply infused by the Caogong Canal, the water emitted from communities and road facilities can be purified through artificial wetlands and the water is subsequently led into canals or ponds.

In addition, it is supposed to improve small-scaled facilities for pollution processing along watercourses and dredge the bottom slur of canals and ponds. The original agriculture ponds can be well utilized and integrated with the artificial wetlands of community parks. The processed water can be further purified and recycled to the original ditches to keep an excellent hydrological system with all-year-round waters supply sufficiently .


Reflection

The water source of the Caogong Canal moistens the Great Kaohsiung Area. Although this canal is defined as irrigation ditches, it still can provide ample water source all year round. Under this situation, it is available to prevent from the increasing condensation on water pollution and relieve people's troublesome torture. Thus, increasing water volume is an excellent way and the Caogong Canal should be allowed with sufficient water supply at all seasons so that the pollution can be reduced to the least. However, this solution is just for temporary relief. Most important of all, it is required for waste water previously processed by factories and then the processed water can be led to rivers or ocean. Thus, it is just available to provide the environment available for the survival of marine creatures in rivers.
