Silver Star weather station has been established for over 30 years in 1981. It was the first certificated private weather observation station, and the biggest in Changhua, Yunlin area. It is located in Yuemei village, Hemei. It obtained the weather station certificate issued by Central Weather Bureau in August 1990. It is still the only private weather station in Taiwan.
Observation instruments at Silver Star weather station are: siphon rain gauge, tipping bucket rain gauge, wind vane, anemometer, etc. All the above are recorded 24/7. It is the biggest weather station in Changhua and Yunlin counties. After more than 30 years, going through Typhoon Wayne, Typhoon Herb, and three strong typhoons, Haitang, Talim, Longwang, Silver Star weather station has complete records on important statistics such as wind speed, atmospheric pressure, and precipitation of Hemei area. He offers his data for various institutions. He also gives tours of the station for students or the public and offers information to students participating cyber competition (then Hemei junior high school). His data is used as teaching materials in elementary school rural education class. He has taken on the public service duty. However, Silver Star weather station does not have enough space. Due to restricted budgets, he is eager to ask Hemei Township Office for more suitable location and budgets, so he can continue to offer service for more people. He also wishes philanthropic businesses in town can sponsor the station, so it can continue to provide weather information and education to more students and people. For more than 30 years, master Lu Quan-En tirelessly observes weather, goes through many big or small typhoons, fights against various disasters. Most of the time, he is incapable of fixing his instruments due to the lack of budgets. He has a day job, but he still climbs up and down to collect observation data. Not even the tired mind and body can diminish his passion for weather. Because of his passion and perseverance, he is able to draw complete typhoon path map which contributes a lot to Taiwanese weather study.
