According to Cultural Heritage Preservation Act article 3 section1: Monuments are architectural works and its ancillary facilities built for the needs of human life, which are of outstanding universal values from the point of view of history, art or science. Before the new cultural heritage preservation act, monuments are classified as level one (national), level two (municipal), and level three (county/city). After the new act, level one and two are national, and level three are county or city monuments.
