Community Building idea was presented in policy reporting to the Legislature by Shen Yong Taiwan CCA chairman since December ,82 Years of Republic of China.
       The names came from the main purpose which include [Build a community culture, agglomerate Community consensus 、building society community life concept ,as a kind of cultural administration and policy of new thinking.
The goal is generating a new policy naming by integrate "people, culture, land, View, producing" 5 community development-oriented.
       The people who living in same geographical area not only deal with the common community issue by grouping and consensus action continually but also solve and create community life benefit gradually.
       The Residents establish the close and associate social environment is called [Community Building]
In general, community Building was include , "people", "Culture" "Land" "production" ,"View" five categories different kinds factors and issues proposed by Professor Miyazaki Japan
[People] is mean to fulfill the demand issue of community people 、Society relationship
management and welfare creation
[Culture]is mean to community history and culture continually ，Lifelong learning and
culture and art activity management.
[Land] is mean to environment protection and characters development in geographically.
[Production] is mean to corporate for economic activity and local industrial ,developing and marketing for reality.
[View] is mean to build the [Public space of community] 、Living environmental continually、unique landscape creation、build by community .
      Community Building is a spontaneity action in basically, but most of public issues require the public authority or public sector subsidies, the government in order to support and implement policy for community Building .
      "From the citizens to the government", "citizen engagement", "community empowerment", "sustainable development" and other operating principles and methods, and cultivate awareness and a sense of community cohesion.
advocate the [Community cooperation policy] to distinguish it due to the different execution and policy.
