In the Chih cell block, there are solitary and mixed rooms. At the time, some of the inmates are intellectuals who resisted Japanese rule. These people are well-educated and can write well, and sometimes these inmates lead riots or write articles to criticize inappropriate management by the staff. Due to concern over these intellectuals causing trouble, so these inmates are held in the solitary rooms of the Chih cell block, or all congregated in the mixed rooms so they do not cause trouble. However, now this no longer done, and most of the cell distributions are random.
