I.This time we are going
to interview the section chief of the Taipei City EPB,
Ms. Huang. The questions have been summarized below:

the Taipei City EPB held to promote reduction of

II.Work Distribution:
Before leaving for the interview, our teacher said that
we did very well the on the last two interviews, and
offered some advice to us. This is the last interview,

activities have the Taipei City EPB held to promote
reduction of greenhouse gases?

connections- reduction
A.Responding to reduction measures after
the Kyoto Protocol.
B.Reasons for cities to actively respond
to climate changes:
1.Climate changes
cause harm.
2.Cities are a source of pollution.
3.Cities are the
fundamentals of solving these problems.
4.Cities can gain from environmental
protection.
II.Work
A.Our bureau has continued to estimate
the amount of greenhouse gases from 04~06. Our bureau
has been commissioned by the FTIS to estimate the 2006
amounts. The 2005 amounts were 16,690,800 tons, with
69.74% from homes and businesses, 25.34% from
transportation, and 4.43 from waste.
B.Plan goals for greenhouse gas reduction
and design work structure.
C.In 2005, we promoted an activity for 17
department stores to conserve energy. In 2005, 689 tons
less were emitted, and from trash reduction, swamp gas
recollection, and electricity production, 197,300 tons
were reduced. In 2006 we will expand this effort to
enterprises and related groups.
D.Published the
"Lower the Earth's Temperature-Manual to Respond to
Climate Changes " and "Greenhouse Gas Reduction Manual

■How
are the results of these activities?

The effects of our
current reduction plans have not been very effective. It
may be because we have just started, but we now have
idea of sources of greenhouse gases, and already have a
budget for a plan. Though the effects may be mild in
short term, at least we have changed the views of our
citizens on greenhouse gas reduction. Like the movie, An
Inconvenient Truth ", we want to tell them the
seriousness of the greenhouse effect. Though the effects
have not been entirely successful, after promotion and
education, we hope they will change their attitudes, and
take action to really help the Earth. This has been the
biggest result. |
■What
was the hardest or most memorable thing about holding
these activities?
Mainly, two
parts. First, many people still do not want to face the
effects of the greenhouse effect. Industrial groups are
resisting our reduction efforts, because they believe
that without large amounts of fuel, factories can't run,
and no money will be made. Some people even thing that
environmental protection and economics are in conflict.
But of course, some people are also coming to their
senses, and realize that we can't single mindedly think
that they are in conflict. We need a double win
situation, where we can make money while protecting the
environment. The EPB's stand on this is to regulate
environmental standards, and as long as factories can be
established accordingly, they can of course still be
allowed. We won't restrict factories for no reason.
Second of all, people
are resistant of the simple lives environmental groups
promote. People are use to extravagant lifestyles and
entertainment, and they think that living simple means
giving up the an luxury they have now, which is
impossible for most people. In our promotions, we
emphasize that we wish people to choose appliances with
energy conserving labels, to be environmental while
maintaining their lifestyles. The main point of
promoting these concepts is to change their behaviors
from living habits and consumer behavior.. |
■What
are the next plans for the Taipei City EPB? How do you
want the citizens to cooperate?
Mainly we still
hope that our citizens will conserve energy, cherish
resources, and not overlook the effects of accumulation.
Even small actions can change the big environment.
At home
1. Use appliances with energy labels
or environmental labels.
2. Turn off the lights, and computer
to save on idle electricity.
3. Set the AC to 26~28 degrees and
use it with a fan.
4. Use shades and other heat
preventing design.
5. Plant trees or greens in yards,
balconies, and rooftops.
6. Recycle, and reduce garbage.
7. Take the stairs, and not the
elevators.
Transportation:
1. Choose public transportation or
walk or bike to school.
2. Choose energy saving vehicles.
3. Instead of stalling the car, turn
it off.
4. Carpool, instead of driving on
your own.
5. Use electronic communication to
avoid unneeded travel.
Rom everyday things:
1. Use your own utensils and
containers, instead of disposable ones.
2. Use your own shopping bags instead
of plastic ones.
3. Less packaging.
4. Use paper completely, on both
sides.
5. Don't open the refrigerator too
much.
6. Dry your hair with a towel before
you use a blow-dryer it.
7. Where cool clothing
during the summer. |
■For
students like us, besides environmental protection on
everyday things, what else can we do? Please offer us
some advice.
1.Join activities to help lower the Earth's temperature,
and be a cool hero who fights global warming.
2.Become a promotion seed and help
influence people around you to join, like friends and
family.

This
interview with Ms. Huang let me learn a lot, and I went
home smarter. I've never thought that doing
environmental protection might not be good for
everything! To have a better living quality, economics
often is in conflict with environmental protection. But
I think that if we all try our best, save energy, and
endure it a bit for Earth, we can do a lot for our
planet. Do small things and make it a great strength, by
caring for resources, turning on the air conditioning
less, using the fan more, walking more outdoors, driving
less, recycling, turning off the lights, pulling the
plugs, and etc. These are all small actions, but if
everyone can do a little for Earth, we can accumulate
our efforts and let Earth return to health!
