Since 1953, the industry and commerce got prosperous with every passing day. Although the financial situation was very difficult at that time, the facilities could be renewed and expaned because of the subsidy from foreign petroleum company. At that time, the oil refine industry in Taiwan was quite advanced.
Since 1960, the economy continued growing up fast in Taiwan. The need of military and civil oil increased year by year. Furthermore, the government promoted the Ten Key Infrastructure Projects at this moment, and the development of the
petroleum chemical industry is exactly one of the great construction.
The first one is the enlargement of the Kaohsiung factory: successively finished the lubricating oil factory of Zhonghai, which supplied domestic and international various kinds of lubricating oil products. Moreover, the company set up Ta-Lin oil stand and Ta-Lin Oil Refinery in 1969 and built float and sea floor oil pipe in the outer sea of Ta-Lin.

From 1970, because economy was developed fast, increased sharply with the oil amount in the northern Taiwan, the company began to plan and set up the Taoyuan Oil Refinery in Taoyuan. The company also built float, pipeline of sea floor and large-scale oil tank and petroleum pipeline by land in Taoyuan. The first factory which smelt 100,000 barrel distillation and relevant factories installed and finished in succession in 1976.

After the Ten Key Infrastructure Projects are completed, Taiwanese industry and commerce appear even more developedly. People's environmental consciousness is awakenned, and the factory is considered as the pronoun of the pollution. The petroleum and petrochemical industry stand in the breach especially.The company expanded the new refining equipment to get rid of the sulfur in crude oil, namely the so-called environmental protection factory.
Through the efforts of the past ten years, the company makes great efforts to become the model of other industry as the leader of environmental prevention and control of pollution of Taiwan. The company also opens a smooth main road to the future of Taiwan petroleum and petrochemical industry, hope to continue overcoming extremely difficultly too in the future, promote higher development in economy, create higher quality of the life and brighter future.
