Preservation of Wetlands
The conservationists in the Ramsar Convention of 1996 pointed out that the wetlands have great economical, cultural scientific and tourist resources. The changes will be irreversible. Wetlands have important functions such as regulation and purification of water, it also provides a natural habitat for both plants and animals. Wetland preservation are especially important for the protection of the migrant birds. Therefore this convention should be set up for the protection of the wetlands. Of all the wetlands found in Taiwan, some of them are privately owned. Therefore landowners have the right of using their land in the highest economic value. Preservation will lead to sacrificing land development, thus it will be unfair to the landowners.

We may only retain only a few important wetlands, and develop others with more economic values. Land development can be done as long as the original ecology will not be destroyed.

Preservation should come in the first place, as land development will lead to damage in the ecology. The economical development is the most important, preservation can wait.
